hmm, no offence but that looks like you used the chrome tool, darkened it then added some semi-transperant red blotches. I'm not trying to say that you suck, i'm just taking a guess based on how it looks, how did you do it? A very nice skin.

well i wasnt far off, the chrome tool acts almost the same as the greyscale, hmm, i would have done it differently, but its a nice skin all the same.

I have not used gimp myself, but it should work as good as ps or psp, and gimp is free.

Gimp has almost the same functionalities as ps the other two, but it may be a little less user friendly (I have not used it and am only going from what I have heard).

One tool that you need for skin editing is a converter that convets the files to and from blizzards fromat. Download Image exatractor 2 from this site's downloads section.
