I would have to say tools, by far, since I can make my own models and skins and whatnot, because I have the tools. Besides it's not really your mod if you use someone else's stuff. Just my personal opinion.

Models might be harder to make/use, but they sure do boost the feel of your map. There's nothing like "seeing" people "say" "Hey, that guy used a custom unit that LOOKED like whatsitsname" and it's your map they're talking about.

Models are the best.

Model offcours! well, i like 3 of them, but models the most. Skin/Modle/Icons =Models bets :D

maps are very good :D

Models and Skins are great, but the tools have been the most help to me so far. :>
