Creating High Quality Synthetic Textures

I usually see this problem with Paintshop Pro. To solve this make sure that EVERY time you save a .tga in Paintshop you click the options button and select uncomressed. Even though it is enabled by default for some reason Paintshop doesn't recognise it unless you hit the options button every time. Then you should be able to continue as usual.

I wondered about that.

Shading is a tough subject if you don't have a graphics tablet. Could you specify what kind of shading you want? Like light and shadow to make contures or like shadows casted by objects? I might have a easy "mouse" way to do it if you can be more specific.
