New theme: Arcane (RotHE)

Daelin has created a new high elven theme for the site: Arcane.

The new theme is forced on it the Revival of the High Elves forum, and a selectable theme for the rest of the site.

Oh, and for those wondering why blue and green instead of gold and whatever other colors were the classical High Elven ones, it's because the "revived" High Elves' colors are green and red. Green represents the rebirth and immortality while blue represents the magical nature (and also symbol of mana).

things that happen

Nice, rep is kinda odd though, the runes should be glowing runes or something, not really sure, and you could've used a more uber border for the header. The buttons are kinda odd too, not bad anyways
