Locust Swarm not working for tower

I created a locust swarm tower, only to find that the summoned locusts don't do anything. They just hover over the tower instead of going out and attacking units.

Has anyone else run into this?

Resetting the damage return factor and damage return threshold the default values fixed it (I had them at 0).
