How do you get the number lower? Mine starts out with ~3000 then jumps ~200 everytime something happens.

Well a buttload of handles are created in blizzard.j, so you can't get rid of those. To get it to jump less, create fewer handles.

If a unit dies, does the handle count stay the same?

Depends. Did you null locals properly? If you null locals properly, then the handle count will be the number of handles in the game (which includes leaks).

My map has about 8k handles and they keep increasing..though im sure my spells are fine ??

My map includes a lot of systems: CSS, ABC, ABCT, Knockback system, PUI,...

Most likely leaks. Either handle leaks (not destroying properly) or handle index leaks (not nulling properly).
