Rep Questions

I got a few questions about the reputation setup.

1. How many +reps are you allowed to give at a certain amount of time?
2. When are you forced to spread +rep?
3. Does 1 +rep = 1 rep?

Depends on your current rep. Max is +4.
When you try to give it to the same person multiple times in a row. This prevents rep dumping.
1 +rep may vary in value from +1 rep to +4 rep based on the reputation of who gave it.
