Pillage Ability

Ok I have questions about the pillage ability.
1)What does the 'Salvage Ratio" field affect, I know it affects how much cash you get but I dont get how editing it changes anything.

I think it has something to do with either the bounty of the attackED unit or how much damage from the attackING unit is converted to money.
