Any good tool to compress 1 BLP icon under 4kb (when imported)?

edit: and in mass. I don't want to compress 500x3 BLPs manually

The file importer plugin of NewGen can auto-convert mass icons for you.
You can also play with the settings that it will use to convert the icons (i think paletted icons with only few colors, maybe 64, could do the trick).

I did make myself compress 1500 blps myself since there was no answer until now -_-

currently for converting in mass I tried BLPaletter but it turned out to increase size (up to triple).

Well, that's outside the mpq, you'll have to check the size after importing into the map.
Also there is a number of settings that give you full control over the compression.

when imported it compresses only about 60% (6kb left only).

currently I tried quality 1 and quality 128 but by looking at blp after there was no change in the icon (the size remained same after import and the quality was same)
