How do you change lighting?

I've seen it done a few times (And I'm not talking about fog), like in This Wreckage inside the cave, not only does the fog of war go up (I think), but it seems like the ambient lighting goes down. Also a few recent posts have talked about it, so I was wondering how that is down (Or maybe I'm just confused).

You need light source model.
