spell editting- quotes

hi, i know that quotes are supposed to go around text fields when spell editting (i assume that's correct). However, i noticed something odd. When i opened up the AbilityData.slk with Microsoft Works Spreadsheet all the text fields have a quotation mark at the beginning, but not the end. What gives? should i imitate it or just put complete quotes around all my text?
