Charge Gold and Lumber Ability

I'm trying to make a "feat" system, that is, a hero gains one skill point (lumber) per level to spend to improve one out of eleven passive abilities contained in a Spellbook. The level of the ability, and "learning" it are referenced by triggers and blah blah they gain stat bonuses, level of ability is checked as a bonus to hit, etc.

Here's the problem- the feats (based off of Charge Gold and Lumber, with different IDs) refuse to change level, and they remain at one. I wanted to use this ability because, it charges the player, cannot be used without lumber, and I replaced the icon for lumber to the red learn hero skill icon- it looks pretty spiffy.

Does anyone have any ideas for a workaround, or is it well-known that this ability's level can't be changed? Maybe I'm missing something.

(I tried it as a regular unit ability, and not contained in the Spellbook, but still no dice.)

Charge Gold and Lumber is an ugly ability, it seems to ignore levels and all its requirements. Selling units/items is a way to avoid this but you will lose the ability to put it in a spellbook (use Channel instead but you won't be able to put lumber costs with the super icon xd).

workaround would be enabling/disabling abilities and using a dummy ability for the level of ability.
