Mini-map Green Radar Signal

i notice in some maps at a given point, or if someone types something etc. 1 or a set of green circular radar reticles blink on the mini-map

can anyone give me reference as to what trigger or what in general allows this to occur?

if its a trigger tell me if its under action event etc. and what type is it

i can take it from there
