I'd say set the particle emitter to XY Quad. That ought to do the trick :) |

Nah, an XY quad is going to make that ring appear parallel to the ground. You just want to create a particle emitter with that shockwave texture on a long life span that gradually expands. Make sure you turn off model space so that it doesn't move with the projectile, but instead trails behind. |
