tools?

here is my problem

I posted many times this question on the hive, and i always received this question :
IT'S IMPOSSIBLE

so, does someone can answer to the following question pleeeeease?
Can you tell me what tools i need to make a warcraft 3 mods?
here are tools i need:
a tools to change units stats, model, ability, item, etc.... (Data)
a tools to change campaing maps (Human, Orc, Undead, Night Elf)
a tools to change voices
a tools to change races and campaign names

Let me list you the tools needed:

World Editor can do that, and if you're more coder than anything, try this

I'm wondering why you want to do this... what about a MPQ Editor?

World Editor, just import the wav files into a map and change the name of your sound file to the ones you want to replace.

I'm still wondering why is this is sooo needed, you need a MPQ Editor and change those map files

I'm pretty sure you need to edit Blizzard's ".j" files, or am I wrong?
I don't think there's just a simple tool that lets you input a few words and you get everything you want, no. If that's what they told you on the Hive, then they were right.
