Inner Fire Question

I have a question concerning the Inner Fire ability. It's this:

Data - Life Regen Rate

I wondering if this increases or sets the HP regenarion to that value. And also if it does increase, does it increase by a flat value or %?


I'm making this item that will increase a heros HP regenaration by X% whenever it is below 30% health. So if this doesn't work, does anyone know another ability that will increase HP regenarion by a percentage?

I'm pretty sure the life regeneration rate of inner fire is absolute. The unit will gain X life points per second, where X equals the regeneration rate. I am not aware of any buff abilities that regenerate life as a percentage of the unit's max life, but there are passive abilities like the fountain of health's aura, and of course there's always the trigger route where you increase the life of the hero in a periodic trigger.
