You have to first put the beta pack in the warcraft 3 folder, there should be an MDX folder and others. Then at the Interface Icon slot in the Unit Editor put the path to file from your warcraft 3 directory.

Heres an example
replaceabletextures\CommandButtons\BTNHolysword.blp

For use in a map just put that file in the same folder(s) (replaceabletextures\CommandButtons\ for the example) and it should appear ingame.

That should work as long as those folders are in your warcraft 3 directory.

does it matter if the files have the adope photoshop icon next to it? and the file is suppose to be a BLP right?

Ok, aslong as it is a .blp file it should be ok. The ReplaceableTextures\CommandButtons\BTNBloodRage.blp should be right be to test do this.

Open your warcraft 3 folder
then oper the ReplaceableTextures folder
then CommandButtons
and then find the file BTNBloodRage.blp

if that checks out then that should work.

Just make sure the folders line up with the path to the icon.
