slk editing using excell or openoffice

for me niether one of these programs work. a sample of what i get is "jš÷+Uæ攚n›ƒÅ*èßTx?ǡþ˧_.Êêb£’ŽŒÔ»e" should i be importing these files into excel or just regular open them
