Where do i find this spell editor programs

Im making a map and i want to make some custom spells, so
I read in one of the tutorials that you need these two programs to do so:

-win mpq
-Redskulls editor

Where can i get them? :...:

Have you even tried searching for them? No you haven't. Go find a search engine and look for yourself.
