UMSWE is a set of files that "replace" files that the world editor uses, its similar to the world editor enhancement.

It does not actually replace the files though, because to run umswe you run one of its executables, which have different options. I use UMSWE TD mode usually, but there are purposes for the other modes too.

UMSWE was made by Scio, and www.umsmaps.com used to be the home to UMSWE, but that site is now being taken down by the owner. You can, however, still get UMSWE there. The latest version, 3.6, is available in their files section.

UMSWE is used to add some triggers and functions that are not turned on by default in the world editor, allow editing of various unit properties that are not normally available, and modify doodads in ways that are not normally available. Those are not the only things it does, but those are the main ones. For the most part, a map made with UMSWE enhancements does not need to be modified in any way to work on battle.net. Good luck!

The executeables are SEMPQs (self-executing MPQs), which contain the modified files for the WE. The reason for which they are packed to an executeable is that it is more user-friendly.

Good explanation anyway:D !
