Have a question about a certin .dll file im missing

Ok im new here, so first off id just like to say hi to anyone who takes the time out of their "busy" schedules to read this. I just recently downloaded WinMPQ because i had heard one can edit spells. I am very new to wc3 so i though that would be fun. Unfortuneatly when i had tried to run the program an error message comes up that says im missing a .dll file called VB40032. so i guess my question is does anyone know where i can find it, or some way to sovle this little problem.

1) This should be in the tools board
2) Read the tutorial on installing WinMPQ stickied there.
