I belive this has been asked before, but...oh well.

How do I make it so I can stack buildings on buildings, and put doodads really close/on each other?

For buildings, I usually make them units with a buildings model. This allows you to rotate it the way you want.

For the doodads, hold CTRL and use the numpad to move your doodads.

Actuyally DaemonHuntar, I'm aiming for the way you did the arches in COTN Part 3 scene 1, cuz my character is following a kidnapped soul through hell.

Yeah cuz nothing's worse than doors that float above your character's head...I always wondered how to make buildings more rotatable. Another one of my questions solved...
