Looking for terrian editor

I'm looking for a program that allows you to put multiple kinds of terrian in the same map. (Winter, summer , fall land sets)

Just change the tileset to one thing and use "Custom" Tilesets

Tools>Advanced>Modify Tileset...

I need a good terrain editor that breaks the 12 limit and lets you have more than one type of cliff at once.

And it needs to be TFT compatible.
