How to stop use/control of neutral units.

I just made a walking merchant but, the only problem is:

When i set the merchant to neutral passive or even hostile (tested that) i am still able to move that neutral unit. In game it would be unfair to have someone move the mrechant and keep it by their base the whole time when the sole purpose is to be in a certain area of the map. I am not sure if there is a way to disable that move command in the far right bottom corner in the items sold area or if there is a way to use triggers to disable it.I just want the merchant to stay put and patrol his area and sell to people. I don't want him to be controllable by other players.

If someone has input how to fix this prob i would appreciate it

You may want do a step by step thing....

I did; modified the goblin merchant to a unit i changed his model and gave it movement speed etc. So he can walk and sell.....
I place the unit from the neutral passive area and place it on the map then i set the trigger to unit to target which i want is patrol which i do...... i got all this working but the heroes still can use the neutral unit. I even clicked on the unit to make sure he was neutral passive. I'm not sure what ya mean exactly. I could be getting mixxed up on what your saying.

um, you CAN make it move by giving it the neutral ability "wander".
