You probably have the newest. You'll need Warcraft III Viewer or WinMPQ to extract stuff from there.

If you really want to use that old tool, you have to put the storm.dll from the Warcraft III folder to the folder where MPQ Viewer resides.
Additionally you would need a listfile, which can be found on my website (or somewhere else).
