Value Question (quicky)

Ok quick question here, when i'm making a condition for a custom ability/spell such as....

((issued order) equal to (order( value ))

.....would that value have to be the name of the base skill used or the new name of the custom skill i'm making?

Err... i hope that made sense enough .:////

it's the orderstring of the skill that is being used
