Heros: HP/Level

HPs per Level are based on Strength, but are they relative and thus based on the base HP (eg. +30% HP/Level) or not and only based on a certain value (eg. +5HP/Level)?
I'm asking because I'll have to do some heavy modifications to the Strength/Level if the HP is not based on the base HP...

I thought I would elaborate a bit. The final HP the hero is based on two factors. The base hp of the hero, and the amount of strength the hero has. Multiply the strength by 25 and add it to the base to get your final hp. So if a heros starting strength is 10, and base hp is 100, then his final hp will be 350.

Uh... yeah. Wasn't that exactly what Nemesis explained with a short mathematic formula?
Setting the base HP to 500 seems to be the only way to make heros useful in RPGs.
