Can we change rejuvenation's animation ?

No matter how I modify the art of the spell via TFTWE, the core animation can't be removed.

Does it require any kinds of expert programs in order to change it ?

If you mean the effect that shows up on a unit with that buff, it's because buff animations cannot be modified inside WE (yet?). An alternative, if you want, is to go into NightelfAbilityFunc.txt, look for the Bxxx ability defining the "target art" of the buff, and alter that. Another alternative is to implant a new model into your map with the exact same name as the rejuvination buff effect mode. The implanted model will "usurp" the old one.

You would need Tech MPQ. I don't have a url where it is, but it is on this site :D , somewhere. ;)

This is really easy to use too, only took me two hours to pretty much master it all ://// .

Once you've completed downloading Tech MPQ, open it. You'll see that it has many options (really only like 5). Choose the "List/Extract Multiple Files". Next, under the MPQ Archive, click the browse button next to the "bar" that is underneath "MPQ Archive" and extract: 1. War3mpq or 2. War3x.mpq. The War3xmpq is of course, the Warcraft 3 models and files. Then click "open".

Next, under the listfile, browse the location as to where you unzipped/installed Tech MPQ. You'll find the file "War3.MPQ" (Ok, I haven't tried opening the War3x.mpq, so I doubt that works ://// ) But anyway, click open. Then you should see a whole bunch of files pop up.

It's really self explanitory as to what goes on after that. Select the files you wish to extract, and to what folder (Btw(By the way) you can select one file you wish to extract and then push/hold ctrl key and select more files as well, instead of pushing/holding shift and having to select them all that are between the files you really want :/ Saves time too.) and then extract them to that file.

Modify them with either: Notepad or excel.

Have fun and good luck! :D
