Will turning off "Lock Teams" work if "Fixed Player Settings" is checked?

In a normal map we have Lock Teams turned off, works fine, we can go to allies and click the boxes and disable and re-enable alliances. Works fine...

Yet in my custom made map with the option locked teams turned off, it doesn't work, we cannot uncheck the alliances boxes.
Is this because I have Custom forces box checked and Fixed Player settings in the map both toggled on???
Is there a way around this, I need both. I need fixed player settings in the map because of specfic racial starting places for story and quests.
And at the sametime I need to have that same happy function of disabling and re-enabling alliances as you can normally do in other maps with the "Lock teams" turned off.
Can I accomplish this, is there a way around this...
This is so bloody aggravating.

in player propertys set alliance as 'low' then it should be able to check and uncheck the boxes

Will it not work with High priority or None selected? In my map all I have is none's and high priorities.
and I have to wait for my friend to get in to test the ally settings since allies button is unusable in non multiplayer games.

So it isn't Fixed player settings? it just has to be set to low priority?

yea set it on low priority and it should work...
