Because you can't :P Blizzard restricted it, im thinking because unit animations might play too quickly and result in serious lag or lowered fps. While with some programs its possible to go above, its not reccomended because of bugs, crashes, and critical errors. I think 400 would be quite enough for any unit, most heros have 250-300.

Blizzard hardcoded it to a maximum of 400 speed, but a while back someone figured out how to make the movement speed up to 600 using certain skills. It should be somewhere on this board.

You can set the max speed to 1000, but in-game it will only go 400. I tested this by giving 1 unit 1000 movement speed, and another unit 400, then tried moving them seperately, they both went the same speed.

Here's the scoop on the unit speed. It is a hardcoded cap on 400, it's because of pathing problems that 400 is the average speed that works fine. There is 1 way to get it above that (exploiting a bug) you can to 522 by giving the unit Wind Walk with a high bonus (I don't know the exact value). This is new to TFT, blizzard said they didn't intentionally do this. But with all the tests people have done, 522 works fine with pathing. Blizzard might bump up the limit to 522 in a future patch, but don't count on it.
