Where should I import icon arts ?

Say I edited a few custom icons for my map. What utilities should I use to import it into my map ? The import manage of TFTWE or other MPQ programs? Besides, where do I put them, into the war3x.mpq of my WC3 directory or into my map ??

Import them with the Import Manager and put them anywhere. And then in the object editor, set the icon for the unit/spell to your custom icon.
