Who said the max tiles in a map is 16?

I've seen alot of people say the maximum tiles on a map is 16, some say 24, well I got it to 27, and It isn't the maximum as I'm not using only cliff tiles.

here is the current tileset I'm using for my RPG:

Looks like 16 to me, some of those just take up 2 spaces...

16 is the max (16x4 = 64) which is the max amount of characters able to be put into the tileset part of a map.

oh ok, thats what I didn't know, 16 is the tile limit, limited by zepirs editor but 32 is the actual tile size limit. But is 16 a real limit, or is it just because Zepirs editor is limited?

It's a real limit. Potentially you can make more, but because of the way tilepoints are defined you'd have to rewrite the map header from scratch, and I sincerely doubt even that would make any great difference.
