Maximum tilesets >12 ?

Well in the Blizz TFT WE, the maximum no. of tileset is 12 only. But it happens that some other custom maps use up to 20+ ? Are there some 3rd party programs that can enable this ?

16 tiles is the max. Use Zepir's editor.
