Where can I go to ask to get hosted?

I wanted to know if I can just ask to be hosted for a project I am working on. Or do I have to be formally asked to be hosted...? If I can just ask, where at?

Well, every now and then an admin will post a news thread about this. It's at that time that you apply to get it hosted.
