They are just .txt files that list all of the .blp files in Wc3.

The TFT list contains all skins in the war3x.mpq

The RoC list contains all skins in the war3.mpq

I'm just a newbie. How can these .blp files be used to actually extract the tft unit textures for editing? As in, what program would I use them with to extract them?

They're just an easier way to search for the blps you're looking for, not to be openend nowhere. You can find those in the treeview in IE2 and W3V.
