How do you do this!?

Ok I have this spell that summons 2 invisible units that cannot attack, but have a spell on them. I can't figure out how to make these 2 Units cast the spell they have. I can't find it anywhere in the Action list, someone could you please direct me to where it is?
I would really apppriciate it thanks.

theres the issue order targeting x (what you want them to cast it on)
