Fast question: Color runes

Where is the $&?% color magical runes? I found it a while ago and cant remember where it is and how it is named.

There is a blue one in Dalaran tileset, and a red one in outlands (i think) that you can use. Even think u can edit the dooads in the editor and give them other colors (Haven't tried this myself yet, but I will :))

I just find it in dalaran ruin. It called glowing ruin.

Not ruins, just plain Dallaran :)
