There is an unlimited free version of psp, but I'm not sure really since I use photoshop. Photoshop is very not free, but if you're net savvy enough, I suppose it can be :)

I remember a very free image editor, I'm not sure whether it's any good but it's free. It's called GIMP: http://www.gimp.org/

That depends on what sort of 'free' you want?

Do you want freeware?
Or Trial software?

Or do you want to go for the 'W' option?

With GIMP I'm assuming you have windows. In which case you go to downloads and then the windows page (http://www.gimp.org/~tml/gimp/win32/). It has two files to download and install instructions. Otherwise you can get an evaluation version of psp (http://www.jasc.com).
