In the photoshop when im completely done i save it but someone told me to save it to a BLP image but umm its not there, the closest it gets to is a BMP image. I can't seem to find out where to save it to a BLP image. after i save it what do i do next? please someone help me solve this little question.

You save your skin as a .TGA (TarGA) and then use a program like Image Extractor II or (my favorite) Warcraft III Viewer to convert that .TGA into a .BLP.

Rename your BLP to "VillagerMale.blp" and import it (Custom Path) into your map as

"units\Critters\VillagerMan\VillagerMale.blp"

It doesn't work. I tried it with my demon hunter skin and it was exactly the same.

Ok, if you skinned it, that means you used a program to extract the .blp as a .tga to skin it in the first place. So first save it as a .tga on 32 with no compression (this is as long as you didn't already save it as a .bmp, saving it as anything else then as a .tga probably won't work). Then, open up the .tga in the program you used to extract the .blp, and save the .tga a .blp in that program. Finally, if using the custom path in the WE doesn't work (you're doing something wrong, but let's just take the well known way) get TechMPQ, press on add/replace file. In the first box browse for your skin (the .blp file), in the second box browse for the map you want to put the skin in and in the last box enter the path of the unit to be skinned.

I am having the same problem and I came to this thread for help. I made by skin for Evil Arthas in ROC. To test it I decided to use Adrenaline so I copied the Map then pasted it into the Download folder. I converted the EvilArthas into .blp format. Then I used TechMPQ to put it into a map using the correct path to EvilArthas or whatever it was. It said it was successful. I then opened the World Editor so that the Death Knight Model was Arthas(Evil) in the map. When I tested it out, the original Arthas(Evil) skin was still being used. Any Help?

You're problem right there:

FIRST you save you're map, THEN you import the skin with TechMPQ. Remember, if you import it with TechMPQ you have to reimport it everytime you save (which includes testing the map in WE, if you want to test it, then save it, import the skin, then open up Warcraft III yourself and test it like that.)

That's my problem, I can't download TechMPQ. And I can't open MPQ2, it opens for two seconds then closes.

Try WinMPQ, its the best MPQ program, in my opinion.
