Cyclone Hero Ability

I'm making an RPG and I was wondering how to make cyclone a hero ability whilst making it damage the target for a few seconds.

not sure if its pissible, it could be dun with triggers though,

unit casts a spell

spell equel to your spell

set hp of targeted unit to targeted units hp -##
