How, detailed, do i make my hero have 19 lvls??

i am making a hero to put on the tob forums, dont everyhting, skins 5 lvl spells and 3 lvl ultimates, but i dont know how to make a hero with 18 levels, how do i make this???

its under Advanced >> Gameplay Constants and set the max level to 18.
