You don't edit blps, you convert blps to tgas and edit tgas using photoshop or paint shop pro. You can get tga <-> blp in the downloads section as "Image Extractor II"

I cant find a BMP-->BLP program, but you can get BLP--->BMP program.
Its in Wc3campaigns, in downloads named War3FileConverter
