Slow spell troubles.

Could anyone help me on this?
I´m editing the spell slow, to have a effect on the targeted unit so that it will look as it were on a "Time Gap", the unit should be very, very slow, almost stopped, but not entirely stopped, it should move as if we are looking to it through a time window.
EX:
I´m the "flash"(comic books hero) running and the unit is a not gifted guy moving(so that guy should look to me as if he were on slow motion almost stopped).
I´ve edited almost everything about the effects on world editor and the targeted unit speed is still too fast to me.
should i do this through JASS?Triggers?

If not, I don't know.

If you do have TFT, go into gameplay constants under advanced, and I think that their is a minimun movement speed and maximun too, and probably the same for attack speed.

Thanks, i´ll check this out, but, can i change the spell effects on the Gameplay constants?

Perhaps i´m explaining on a wrong way. well, here it is:
What i want is a spell which put the tergeted unit literally "Out of Time", as if it was using the physics from another dimension. It should move and attack ten or twelve times slower than the original slow spell put it to move or attack.
