Ok so how do you do this exactly? Do you just simply open up the tga file for the skin then make the image size bigger? or is there a different way?

Yep, that's basically how you do it. Just increase the image size.

regs are 256x256, then it just keeps going like that, 512x512, 1024x1024, thing is 1024x1024 make skins about 600-900kb :(

Just double the size of the image. It's not always 256x256,512x512, etc.
Look at the kodo beast, it has an irregular size.
