I made a small map to try something out for a larger map. Anyway, I have a group of 9 Naga Myrmidons in a square formation. I have a trigger set up as such:

The thing is, in game, the outer Myrmidons do Attack 2, while the 3 in the middle do Attack 1. After the rest, they switch attacks! I really need help for this to look a Naga soldiers are training for battle.
I have attached the map for people to try and fix on their own.
