How do I use the actual patch balance stats?

When a map is not melee, it does not use the actual patch balance stats by default, it uses v1.10 I think. I want to use the current patch data, but I do not want do modify each unit one by one, even because some small fixes were not documented (breath of fire aoe for example) so I could not know all of them.

How do I use the data from the current patch on a non-melee map?

I have tried to import the current .slk to the map file, but I can't seem to find to correct one

When I try to open the war3patch.mpq file on any mpq editor, it cannot identify the files' names, because it cannot load the file list O.O

what can I do?

I tried winmpq and mpqedit. Both of them can't load the file list =(
