Ice Effect?

Im attempting to do an ice mage for a skin request. I've recoloured the face and hair, changed the cloak, eyes and eyebrows in this picture. I'm moving on to his armour now and i was thinking of applying the diamond pattern on his shoulders to the rest of the body. It has a nice strong glowie effect that really conveys the message "I throw spells".

But it also looks a little cartoony and out of place beside the drab ice-cold face and cloak colours.

So, any suggestions on how to create a texture that looks like ice?

My first thought was to have sharp, bright points to look like icicles, but the way the skins work, even a single pixel can be stretched across half the model, completely blurring the details.

Actually the cloak is transparent. I spent some time playing with the alpha channel on it, found that at 15% opacity its as transparent as can be without disappearing altogether. Unfortunately its only marginally transparent and only non-teamcolour sections show up through it.

I suggest throwing some black-shades in there, it goes good with LB and really balances it out... Otherwise, i think a bit of work on the textures is needed
