.Blp Files how do I edit those?

Hi sorry if its the wrong forum because im not sure it is but how do I edit .blp files and what program is needed?

Download the Warcraft 3 Image Extractor 2. It can save a .blp as a .tga so you can edit it. However you have to have something like Photoshop or The Gimp to edit the TarGA.
Then, just use the Image Extractor to resave the TarGA as a .blp

64x64.
