What progaram do i use to make a skin?

Ive herd rumors that u some art program to make a skin, and that it costs around 2000$. Can someone please tell me where and what programs i need to make a skin?

The best programs for stuff like this are probably Photoshop or Paint Shop Pro. The second one is probably easier to get into for beginners. And yes, both of those are really expensive for commercial use. I do believe you can download trial versions or private versions or whatever for your own personal non-profit use.

If you are going to use one of those, use photoshop, I guess it's really an opinion but I believe photoshop is the best out there for image editing.
