I think that you've probably messed up the alpha channels. Which programme are you using to make your skin, and what are you viewing it with in that picture? WC3Viewer?

You didn't answer my question. What programme are you using to skin?

For my first skins, I used Photopaint. With every single skin, it flipped it upside down, deleted the alpha channels, and tinted it blue. It may simply be the programme that you use. Another problem may be that you compressed your skin while saving it to TGA format. This can screw it up when converted to BLP. Try saving it again, with no compression, under Save options.

Okay. Open up your skin in TGA format in Paint Shop, and then save as. There should be an option there that allows you to save it without compressing it, under save options or something. Well, save it without compression. Now, turn it into a BLP. This should probably work.

In photopaint, you do this. I don't know if it's like that in Photoshop.

another issue it could be is the channel bit you are saving it as if you are saving it as 24bit you are sure to miss the alphas and it could disrupt the blp.

Photopaint is very bad at skinning. I use JASC, but it works in the same way.
